The foot soldiers of this new movement are Internet users. Last month, by sheer weight of numbers, they humiliated a superpower.

The American Senate was poised to outlaw file-sharing services that flout copyright laws. Party managers were confident they had the votes to proceed.

But hundreds of websites, including heavyweights like Wikipedia and the search engine Google, organized a protest. It's believed millions of Internet users phoned or emailed the U.S. Congress to demand a back-down. They got their way. The project was shelved indefinitely.

Now the online army has a new target in sight. Last October, 31 countries - Canada among them - signed an anti-counterfeiting trade agreement.

The purpose of this ACTA treaty is to shore up patent and trademark rights. But the agreement is something of a grab-all.

It would commit participating countries to prosecute manufacturers of knock-off products. These run the gamut from fake Rolex watches and Gucci handbags to pirated versions of brand-name prescription drugs.

Slovenia's representative at the negotiations has issued a written apology for supporting ACTA after a major bank in her country was attacked by hackers. And members of the Bulgarian parliament are also indicating their opposition to the treaty.

But most telling of all, ACTA only comes into force if five of the signatories ratify it. To date, none has.

Sunnyvale has already adopted the plastic bag ban, and it takes effect there on July 1. Mountain View agreed in late January to begin drafting a ban, and Palo Alto has had one in place for some time.

Although Monte Sereno has no businesses that distribute plastic bags, Rogers said his city is supportive. "We've distributed reusable bags, for free, to our residents to make them aware of the issue," Rogers said.

Numerous Los Gatos and Campbell residents also spoke in favor of a ban. "I think the writing is on the wall. The change is going to happen," Campbell's Pam Ledesma said. "If we delay enacting the ordinance lots of bags are going to become litter, blowing all around."

Los Gatan Cheri Donnelly echoed that sentiment. "After trash day I go around my neighborhood and pick up all the plastic bags," Donnelly said.

A spokesman for West Valley Collection and Recycling acknowledged that plastic bags often don't make it from people's garbage bins into garbage trucks, thus becoming litter.

Saratoga's Miller, meantime, wondered why stores like Safeway haven't gone ahead and pulled their plastic bags from West Valley stores already. "Are they just waiting for us?" he asked. "I think we should tell the West Valley Mayors and Managers Association that we support them doing something. It's a no-brainer at this point. They can coordinate efforts to ban single use plastic bags."

Mayor Rice agreed, saying, "I don't have any qualms about banning plastic bags, but I have a little concern about banning paper bags."

The issue of banning polystyrene containers wasn't so cut and dry, though.

"The material is too contaminated," Zientek said. "It can't be recycled so it all goes into the dump."

Los Gatos resident Carol Schmitt spoke in favor of both a plastic bag and polystyrene ban, saying she's been volunteering with the Los Gatos Union School District's sustainability committee. Each of the five LGUSD schools has a green team.

"We're trying to teach students that they can make a difference," Schmitt said. "To them, the polar bears are important. The kids want to know what they can do to help."

The West Valley leaders decided to hold off on any recommendation regarding polystyrene, asking for more information to be brought to them when they meet again in May.

Plastic bags' days are numbered in Sunnyvale

After years of environmental lobbying, plastic bags are on their way out in Sunnyvale, one of many communities in California ditching plastic in favor of paper and reusable bags.

The Sunnyvale City Council approved an ordinance in December banning single-use plastic carryout bags for grocery stores, convenience stores, and other large food and drink retailers, but not for restaurants and nonprofit organizations. Until spring of next year, stores with less than 10,000 square feet of retail space are also exempt.

Nine other cities and counties in the region have proposed or adopted similar plastic bag bans. Beginning with San Francisco in 2007, the Bay Area has been one of the most heated battlegrounds in a plastic war, pitting environmentalists against industry representatives, who pitch themselves as defenders of truth.

Sunnyvale's ordinance doesn't go into effect until this summer, but locals are already getting ready. Chris Iguchi, manager at the Trader Joe's in the Sunnyvale Shopping Center, said sales of the store's reusable cloth bags have doubled since Jan. 1.

State law prevents Sunnyvale from allowing merchants to charge for plastic bags. She added that the commissioners had "minimal, if any" direct contact with Save the Bay.

However, Fukumoto acknowledged that the sustainability commission and the City Council faced challenges from industry lobbyists like Manny Diaz from the American Chemistry Council and Stephen Joseph from the Save the Plastic Bag Coalition.

Joseph declined to discuss the specifics of his organization's contact with elected officials.

Fukumoto said Diaz, a former San Jose councilman, spoke out against the ban at a public council meeting, and Save the Plastic Bag "commented extensively" on the impact report.

"Hundreds of pages had to be inserted," she said.

Joseph, who represents the bag industry, pressured the commission to acknowledge in its impact report the alleged environmental dangers of using more paper bags, but the council declined to amend the report in response to his allegations.

Save the Bay counts Joseph among its most persistent opponents across the region. He challenged Save the Bay's widely promoted estimate that at least 1 million plastic bags enter the San Francisco Bay every year, alleging that the group fabricated the number to drum up support.

"Environmentalists will say anything," Joseph claimed. "Not all of them, but many campaigners don't feel any constraints. They make up statistics" and "just pull them out of a hat."

Data provided by the Coastal Commission shows that on Sept. 17 of last year, volunteers collected 30,525 plastic bags from the dozens of cleanup sites in all nine counties around the Bay. Santa Clara County was the third least polluted of the counties, accounting for less than 6 percent of the bag total.

Shannon Waters, a program assistant at the Coastal Commission, said that based on the Cleanup Day data, Save the Bay's estimate is reasonable.

Chan said Save the Bay calculated its estimate by taking the bags collected on a previous cleanup day as a representative sample of the 29,000 miles of Bay shoreline and connected creeks. Both Chan and Joseph said local residents could find proof for their opposing arguments by looking at the waters from the land, wherever they are.

"There's always going to be caveats to data," Chan said. "But aside from all of that, if you just go out into our creeks or go out on the shoreline, you will see plastic bags. And there's no denying that."

Joseph had originally pledged to sue Sunnyvale and six other California communities, as well as Santa Clara County, while their bag-ban ordinances were still under legislative review.
